    Tax and Legal: Do This Early, Not Later

    Foreign income is taxable in Pakistan. It is also taxed at one of the lowest rates available to any documented earner in the country — but only if you set things up correctly.

    The Rates That Apply to You

    Under Section 154A of the Income Tax Ordinance, eligible IT and IT-enabled export income is subject to a final withholding tax:

    • 0.25% — filer with active PSEB registration
    • 1% — filer without PSEB registration
    • 0.5% — non-filer with PSEB registration
    • 2% — non-filer without PSEB registration

    The Budget 2026–27 extended the 0.25% concessionary rate to 30 June 2029, having previously been set to lapse. On PKR 5,000,000 of annual export income, the difference between the 0.25% and 1% rate is roughly PKR 37,500 a year — repeated every year you don’t register.

    1. Get an NTN. Register on the FBR IRIS portal at iris.fbr.gov.pk. For individuals, your NTN is usually linked to your CNIC, making this straightforward. Select the business activity that matches your work (IT services, software export, freelancing).
    2. File your annual return and stay on the Active Taxpayer List. Registration alone does nothing if you’re not an active filer.
    3. Register with PSEB at pseb.org.pk as a freelancer or IT exporter. Requires your NTN. Then inform your bank so future remittances attract the correct withholding rate.

    The Rule That Trips People Up

    At least 80% of your foreign earnings must arrive through approved Pakistani banking channels to qualify for the concessional rate. Money moved through informal channels, held permanently in overseas accounts, or converted via crypto and never routed back through a Pakistani bank does not qualify.

    Keep every Proof of Remittance Certificate (PRC) your bank issues when foreign money arrives. If your bank doesn’t issue them automatically, ask. Without PRCs, the FBR can reclassify your foreign income as ordinary business income taxed at normal slab rates — which is dramatically more expensive.

    • Build three portfolio pieces. Real ones. Redesign an existing business’s page, edit three videos for a creator for free, write three articles in your niche. Nobody cares that they weren’t paid work.
    • Open your Payoneer and Wise accounts now so you aren’t scrambling when the first payment arrives.

    Days 31–60: Get the First Client

    • Set up Fiverr gigs and an Upwork profile. Write the profile for the client, not about yourself.
    • Send 5–10 targeted proposals daily. Track which ones get replies and adjust.
    • Price low deliberately for your first 3–5 clients — you’re buying reviews, not income. Then raise prices and never look back.
    • Deliver early, communicate obsessively, and ask for a review every single time.

    Days 61–90: Turn It Into Income
